REMINDER on compliance by legal entities and individual entrepreneurs with the mandatory requirements established in the field of protection of the population and territories from natural and man-made emergencies

In accordance with the Federal Law of December 26, 2008 No. 294-FZ "On the Protection of the Rights of Legal Entities and Individual Entrepreneurs in the Exercise of State Control (Supervision) and Municipal Control", Federal Law of December 21, 1994 No. 68-FZ "On the Protection of the Population and Territories from emergency situations of natural and man-made character" and the Law of Moscow dated 05.11.1997 No. 46 "On the protection of the population and city territories from emergency situations of natural and man-made nature" territories from natural and man-made emergencies established by regulatory legal acts, namely the need to:

— Creation of the facility link of the Moscow City Territorial Subsystem of the Unified State System for the Prevention and Elimination of Emergencies (MGSChS), development of a regulation on it;

— Establishment of the Commission for the Prevention and Elimination of Emergencies and Ensuring Fire Safety (KChS&PB) of the organization, approval of the composition of the Commission, the position and functional duties of the members of the Commission, the work plan of the Commission, the scheme for notifying members of the Commission in the event of a threat and the occurrence of emergencies, reporting materials of the work of the Commission;

— Development of an Action Plan for the prevention and elimination of natural and man-made emergencies, its approval and coordination;

– Organization of training of employees in protection against emergency situations;

– Conducting exercises and trainings in organizations in the field of protection against emergency situations;

— Creation and maintenance in working condition of an object emergency notification system, coupled with a regional emergency notification system for the population of the city of Moscow.

Failure to comply with the mandatory requirements established in the field of protecting the population and territories from natural and man-made emergencies is an administrative offense, which entails legal consequences in accordance with the legislation of the Russian Federation and the city of Moscow.

CIVIL DEFENSE CORNER

Civil defense signal “ATTENTION EVERYONE!” (accompanied by the activation of sirens and loudspeakers with the subsequent delivery of emergency information) - warns the population of an immediate danger and the need to take protective measures.

The procedure for the population to act upon the signal “ATTENTION EVERYONE!”:
— turn on the TV, radio (and other available sources of information);
- listen (read) a message about the current situation and the procedure for action (use information coming only from official sources);
— convey the information received to relatives and neighbors (they might not have heard the signal);
- turn off the lights, turn off the gas and water;
- act in accordance with the message received;
- stay calm and don't panic

PROCEDURE FOR THE POPULATION IN THE EVENT OF DANGER

AIR OR ROCKET ATTACKS (APPLICATIONS OF UNMANNED AERIAL SYSTEMS):
1. After receiving information about a threat, act quickly, calmly and without panic.
2. Take a pre-prepared “alarm suitcase”.
3. Go to cover.
Attention! Do not take explosive, flammable or unpleasant-smelling liquids or objects with you!
4. When entering the shelter, let children, pregnant women, elderly people and disabled people pass first.
5. Take the indicated (free) seat.
6. Act in accordance with instructions received and established rules.

RADIATION (CHEMICAL) DANGERS:

1. Close windows, doors and seal them with available means. Seal the ventilation hatches (grills).
2. Put on personal protective equipment (gas mask or respirator). If they are not available, use the simplest means of respiratory protection (cotton-gauze bandage).
3. Stay indoors, turn on the TV (radio) and do not turn it off until you receive information about the all-clear and the procedure for further actions.

CATASTROPHIC FLOODING:
1. Close windows and doors.
2. Raise valuables, furniture and electrical appliances to the highest possible height when living on lower floors.
3. Take a pre-prepared “alarm suitcase” (the time spent away from your permanent place of residence will depend on the presence of a threat of flooding and can be a long time).
4. Register by arriving at the assembly area (assembly evacuation point).
5. Act in accordance with the instructions received and established rules.

WAYS TO PROTECT THE POPULATION

SHELTER OF THE POPULATION

To shelter the population, existing civil defense structures and (or) buried rooms and other underground structures (basements, tunnels, underground passages, etc.), including subways, are used.

If the signal finds you on the street or in transport

You shouldn’t rush home, you need to take refuge in the area
where I found the signal. To do this, you need to find the nearest metro station, shelter or buried room (underground passage, underground parking) (special signs on the walls of buildings will help you find them).

USE OF PERSONAL PROTECTIVE EQUIPMENT.

A gas mask is issued at the personal protective equipment distribution point; a self-rescuer is available for purchase. Used for chemical contamination and radioactive contamination

Respirator - issued at the point of distribution of personal protective equipment, available for purchase. Used for radioactive contamination.

Cotton-gauze bandage - made or purchased independently. Used for radioactive contamination

EVACUATION OF THE POPULATION

Evacuation of the population is carried out organized by officials of evacuation authorities or the administration of local governments.

An emergency suitcase is a complete backpack (bag) containing: documents (in a waterproof bag), the necessary set of clothes, hygiene items, medicines, food, a phone charger with an additional battery and other property.

A pre-prepared emergency suitcase will ensure a comfortable stay outside your place of permanent residence for a certain period of time!

CORNER ON CIVIL DEFENSE AND EMERGENCIES.
