Order of the Ministry of Health of the Russian Federation of August 1, 2017 N 484n
I. General provisions
1. This procedure establishes the rules for the formation of a list of types of high-tech medical care (hereinafter referred to as the list of types of high-tech medical care), including treatment methods and sources of financial support for high-tech medical care, as well as deadlines after which types of high-tech medical care are included in the basic program compulsory health insurance (hereinafter - deadlines).
2. The list of types of VMP is established within the framework of the program of state guarantees of free provision of medical care to citizens* and includes:
a) a list of types of MHC included in the basic program of compulsory medical insurance, the financial support of which is carried out at the expense of a subvention from the budget of the Federal Compulsory Medical Insurance Fund to the budgets of territorial funds of compulsory medical insurance (hereinafter - the list of types of MHC included in the basic program of compulsory medical insurance);
b) a list of types of HCMC not included in the basic program of compulsory medical insurance, the financial support of which is carried out at the expense of subsidies from the budget of the Federal Compulsory Medical Insurance Fund to federal state institutions, subsidies to the federal budget from the budget of the Federal Compulsory Medical Insurance Fund in order to provide subsidies to the budgets of the constituent entities of the Russian Federation Federation and the budget allocations of the budgets of the constituent entities of the Russian Federation (hereinafter - the list of types of VMP not included in the basic CHI program).
3. The list of types of VMPs included in the basic CHI program, and the list of types of VMPs,
not included in the basic compulsory medical insurance program, contain:
a) the number of the high-tech medical care group;
b) the name of the type of high-tech medical care;
c) codes of nosological units according to the International Statistical Classification
diseases and health-related problems (hereinafter - ICD);
d) patient model;
e) type of treatment;
f) method of treatment;
g) the standard of financial costs per unit of medical care (for the list of types of HTMC included in the basic CHI program) or the average standard of financial costs per unit of medical care (for the list of types of HTMC not included in the basic CHI program).
4. The formation of a list of types of high-tech medical care for inclusion in the draft program of state guarantees of free provision of medical care to citizens is carried out on the basis of the recommendations of the interdepartmental council being created under the Ministry of Health of the Russian Federation for the formation of a list of types of high-tech medical care (hereinafter referred to as the interdepartmental council), adopted as a result of consideration of proposals for the formation of a list of types of HMP (hereinafter referred to as proposals), as well as taking into account deadlines.
