When providing primary, including pre-medical, medical and specialized, health care, the following works (services) are organized and performed: when providing primary pre-medical health care on an outpatient basis for: medical massage, organization of nursing, radiology, nursing , nursing in cosmetology, dentistry, orthopedic dentistry, physiotherapy; in the provision of primary specialized health care on an outpatient basis in: cosmetology, healthcare organization and public health, orthodontics, pediatric dentistry, general practice dentistry, orthopedic dentistry, therapeutic dentistry, surgical dentistry, physiotherapy. When conducting medical examinations, medical examinations and medical examinations, the following works (services) are organized and performed: during medical examinations for: examination of temporary disability.

Medical care for dental diseases provides for the implementation of the necessary preventive, diagnostic, therapeutic and rehabilitation measures and is provided in accordance with established standards of medical care.

Prevention of dental diseases is carried out by medical organizations providing medical care to the population in case of dental diseases, and includes preventive measures, including preventive medical examinations, which are recommended to be carried out once a year.

Medical care for the adult population with dental diseases is provided in the form of:

  • emergency medical care;
  • primary health care;
  • specialized, including high-tech, medical care.

Within the framework of emergency, including emergency specialized, medical care, medical care for the adult population in case of dental diseases is provided by paramedic mobile ambulance teams, medical mobile ambulance teams in accordance with the established procedure.

Specialized, including high-tech, medical care for the adult population with dental diseases is provided in stationary conditions in the departments of maxillofacial surgery and other specialized departments of medical organizations, as well as in a day hospital by dentists. If there are medical indications for high-tech types of medical care, such assistance is provided to the adult population with dental diseases in accordance with the established procedure for providing high-tech medical care.

Primary health care is provided on an outpatient basis, including at home, and in a day hospital, in a planned and emergency form.

1) emergency - medical care provided in case of sudden acute diseases, exacerbation of chronic diseases, conditions without obvious signs of a threat to the patient's life;

2) planned - medical care provided during preventive measures, in diseases and conditions that are not accompanied by a threat to the life of the patient, do not require emergency and urgent medical care, the delay in the provision of which for a certain time will not entail a deterioration in the patient's condition, a threat to his life and health.

The provision of primary health care in a planned manner is carried out by prior appointment of patients through the EMIAS SUPP through the following channels:

  • information kiosk installed in the lobby of the clinic;
  • registry.

For a second appointment, the referral is carried out by the attending physician by issuing a coupon for the day of admission agreed with the patient, taking into account his/her employment with other patients and the work schedule of the institution.

With acute pain, admission to specialist doctors is carried out on an extraordinary basis upon the fact of treatment according to an emergency admission ticket issued through the clinic's registry.

The waiting period for primary health care in an emergency form is no more than two hours from the moment of application.

The waiting period for the appointment of medical specialists in the provision of primary specialized health care in a planned form is no more than 7 working days from the date of application.

The waiting period for conducting diagnostic instrumental and laboratory studies in the provision of primary health care in a planned form is no more than 7 working days from the date the need for such studies is established.

For certain categories of citizens, extraordinary medical care in medical organizations of the state healthcare system of the city of Moscow is carried out in accordance with the legislation of the Russian Federation and legal acts of the city of Moscow.

Medical care for dental diseases (with the exception of orthopedic and orthodontic dental care, as well as types of high-tech medical care, including treatment methods, the provision of which is financed in 2016 from the federal budget and the budget of the city of Moscow) is provided within the framework of the Territorial CHI Program Moscow. At the expense of MHI funds, therapeutic (including measures for the prevention of dental diseases), surgical sanitation of the oral cavity, physiotherapy and X-ray examination are carried out in accordance with the Moscow City Register of Medical Services in medical organizations participating in its implementation, to citizens subject to compulsory medical insurance:

— citizens insured under compulsory medical insurance in Moscow;

- citizens insured under compulsory medical insurance in the territory of other constituent entities of the Russian Federation (hereinafter referred to as non-resident citizens);

— patients who, for objective reasons, are not identified (under the CHI policy) when they are provided with primary health care and specialized medical care for emergency indications, on an outpatient or inpatient basis (hereinafter referred to as unidentified patients).

Citizens insured under compulsory medical insurance in Moscow receive medical assistance upon presentation of the compulsory medical insurance policy (when you first apply to a medical institution, in addition to the compulsory medical insurance policy, you must present a passport).

For nonresident citizens, planned medical care in the scope of the Territorial CHI program of Moscow is provided at medical institutions of the Moscow Health Department upon presentation of a territorial CHI policy and a passport (if there is no CHI policy for objective reasons, only a passport).

In the absence of a compulsory medical insurance policy for patients (in case they apply on an emergency basis), medical institutions take measures to identify the patient in order to identify the insurer or classify him (according to his passport) as a non-resident citizen or unidentified patient.

Planned inpatient medical care for citizens insured under compulsory medical insurance in Moscow is provided at the direction of the outpatient clinic to which they are attached for medical care.

Diagnostic examinations and advisory assistance are carried out according to medical indications and are prescribed by the attending physician.

The attending physician selects specialists for consultations and selects medicines, materials and medical products.

If the standard workload of a specialist and/or a medical institution is exceeded, consultative, diagnostic and planned medical care under the CHI program is carried out in order of priority.

Home care is provided by medical workers of institutions located in the territory of actual residence of citizens.

The volume of medical care provided by medical organizations participating in the implementation of the Territorial Compulsory Medical Insurance Program of Moscow is determined by the Commission for the Development of the Territorial Program of Compulsory Medical Insurance of the City of Moscow.
