Citizens of the Russian Federation are entitled to free medical care in accordance with Part 1 of Art. 41 of the Constitution of the Russian Federation.
Everyone has the right to medical care (clause 1, article 19 of the Federal Law of November 21, 2011 N 323-FZ “On the Fundamentals of Protecting the Health of Citizens in the Russian Federation”).
Everyone has the right to medical care in a guaranteed volume, provided free of charge in accordance with the program of state guarantees of free provision of medical care to citizens, as well as to receive paid medical services and other services, including in accordance with a voluntary medical insurance contract (para. 2 article 19 of the Federal Law of November 21, 2011 N 323-FZ "On the basics of protecting the health of citizens in the Russian Federation").
