Conditions and terms for medical examination of the population for certain categories of citizens, preventive medical examinations

Medical examination of the adult population is carried out within the framework of compulsory health insurance once every three years in age periods starting from 21 years of age, includes examinations by specialist doctors, research and other medical measures, taking into account the age and gender of the citizen, carried out in order to assess the state of health (including determining the health group and dispensary observation groups).

For the purposes of early (timely) detection of chronic non-communicable diseases and risk factors for their development, citizens who do not fall within the age period of medical examination are annually provided with preventive medical examinations, based on the results of which recommendations are developed aimed at developing a healthy lifestyle and preventing chronic non-communicable diseases.

Disabled veterans of the Great Patriotic War, combat invalids, participants in the Great Patriotic War, persons awarded the badge “Inhabitant of besieged Leningrad”, former underage prisoners of concentration camps, ghettos, and other places of detention created by the Nazis and their allies during the Second World War, who became disabled due to a general illness, labor injury or other reasons (except for persons whose disability came as a result of their illegal actions), undergo medical examination annually, regardless of age.

Medical examination of the adult population is carried out in a medical organization in which a citizen receives primary health care.

The medical examination of the adult population is carried out in two stages.

The first stage of medical examination (screening) is carried out with the aim of early detection of signs of chronic non-communicable diseases in citizens, risk factors for their development, consumption of narcotic drugs and psychotropic substances without a doctor's prescription, as well as determining medical indications for additional examinations and examinations by specialist doctors to clarify the diagnosis of the disease (condition).

The second stage of medical examination is carried out for the purpose of additional examination and clarification of the diagnosis of the disease (condition).

Clinical examination of orphans and children left without parental care, including adopted (adopted), taken under guardianship (guardianship), including a foster or foster family, as well as those staying in stationary institutions (including organizations for orphans and children left without parental care, social service organizations) of orphans and children in difficult life situations, is carried out annually in two stages for the purpose of early (its own temporary) detection of pathological conditions, diseases and risk factors for their development, as well as in order to form health status groups and develop recommendations for these children.

The total duration of the first stage of medical examination of orphans and children left without parental care and children in difficult life situations should be no more than 10 working days, and when additional consultations, studies and (or) the need to obtain information about the state of health of an orphan child, a child left without parental care, from other medical organizations, the total duration of medical examination - no more than 45 working days (first and second stages).

Preventive medical examinations of minors are carried out at established age periods for the purpose of early (timely) detection of pathological conditions, diseases and risk factors for their development, non-medical use of narcotic drugs and psychotropic substances, as well as in order to determine health groups and develop recommendations for minors and their parents or other legal representatives.

A minor under the age of fifteen arrives at a medical organization for a preventive medical examination, accompanied by a parent or other legal representative.

Preventive medical examinations of students in state educational organizations that implement basic general education programs, educational programs of secondary vocational education are carried out in an educational organization or, in cases established by the Moscow City Health Department, in a medical organization of the Moscow state healthcare system.

Preventive medical examination is carried out in two stages.

The first stage of a preventive medical examination provides for examinations by specialist doctors and the performance of laboratory, instrumental and other necessary studies.

The second stage of a preventive medical examination is carried out in case of suspicion of the presence of a disease (condition) in a minor, the diagnosis of which cannot be established during examinations by specialist doctors and necessary studies, and includes additional consultations and studies.

The total duration of the first stage of a preventive medical examination should be no more than 20 working days, and when additional consultations, studies and (or) the need to obtain information about the state of health of a minor from other medical organizations, the total duration of the preventive examination should be no more than 45 working days (first and second stages).

Based on the results of a preventive medical examination, the health group of the minor, the medical group for physical education, recommendations on the formation of a healthy lifestyle, daily routine, nutrition, physical development, immunoprophylaxis, physical education, the need to establish or continue dispensary observation, treatment, as well as medical rehabilitation and sanatorium treatment are determined.
